here is my view over the questions;

I. I honestly don't think cat ornaments are such a big deal, in other words I dont think they are prohibited, unless your going to rush in hundreds of them all at once . DHL is fine.

II. I'm not an expert on that unfortunately, I hope anyone else pitchs in.

III. like earlier said, its not a big deal, you can but them here at pharmacies as well, it's not a crime tool, it's a health accessory i suppose
