There's nothing new about bidets in Europe. There are many reasons why they have fallen from use, I'm not going to C&P large chunks of the internet on here, but one of the main reasons is the capability of the sewage systems to cope with toilet paper and people find it more practical to use toilet paper. You'd need to change people's mindsets/attitudes.
