The Philippines so far does not have an effective infrastructure for testing for the Corona virus. Also they do not have an easy path for people who want or need to be tested.
Only a very small percentage, correct that, only a very, very, very small percentage of the general population has been tested. Among those tested most likely are medical personal, first responders or people with clout. This does not give you meaningful data on how to proceed.
If random testing of the general population is done, you could have a ratio between healthy an infected, you could determine how many healthy appearing people are actually carriers.
Once you know where you are, then you can determine where you're going. It's slip shot to say we don't know where we are or where we are going, so were going to totally lock down everything (people).
If unrest comes, it will be because of the pain inflicted on the general population. It could reach the point where the police or military will not be able to maintain control in certain areas of the country.
Lets make the pathway to testing a priority so intelligent, informed decisions could be made.
