Not legally.
The government removed all the motorcycles from Shenzhen about three years ago.
Electric bikes are very common here - all basically illegal but tolerated. From time to time the govt cracks down on their use and then a few months later all is well again.
Around Shekou (where many expats live) the electric bike is the family transport to and from school, etc
