Hola Kurt, former Michigander myself. I have walked through about every part of Belize City during day light hours, just like Detroit. Nighttime, you do not want to do that.
I found two houses for rent in a southern costal community. Two bedroom unfurnished, about a mile out of town $450bzd. Three bedroom fully furnished for $800bzd. Inexpensive? By Detroit standards? Cheaper places can be found, but like all over pay for what you get.

I am doing the preliminary research for a move in approximately four years. Are things in Belize improving or declining? I hear Panama is improving however, I also hear the cost of living is also increasing. Can anyone tell me the truth about the real living conditions in Central America?
