Have you checked on the Gov UK website. They answer these questions quite clearly based on your input to the form

The short answer is, yes.
Until you receive your EU citizenship, you need the same visa as if you were applying from the Philippines. The only difference is that you can apply for a visa at the UK embassy in Belgium - normally they would ask you to go to the Philippines and apply there, but as a resident of the EU you can apply in your country of residence.
