Here we go.....Yes the banks do charge for ATM. Plus your bank will probably charge you as well, Plus about 2.5% currency conversion fee.    But a lot of ATM here only pay $100, so that can get expensive if you need to get $1000 .

Over the counter cash advances with a credit card can be done , but they REALLY know how to charge for that.

The visa on arrival is pretty simple , PROVIDED you have the Approval Letter prior to getting here.  Just google "Vietnam visa on arrival. " there are several agencies that issue those online for about $20.   You pay another $25 at the airport.

A mate came here recently for a few weeks. He just brought cash and changed it here for no cost.   If your going to be living here a local account would be worth looking at.
