All Istarahas and most hotels are wedding venues 
I've been to Madareem Crown Hotel (exit 8) to attend a marriage ceremony. Amazing interior & lighting and in overall an awesome place.

Hi Suzi, check out the Ritz-Carlton Riyadh aswell, they have two ballrooms that are overwhelmingly impressive!
