Hi Julien,
Welcome to Malaysia. It's not complicated for foreigners to register in Malaysia, infact the country welcomes them. There is special sceme called Second Home MM2H Programme which you can find online where you can find most of your answers.As for corporate tax rate in Malaysia i'm not sure with the current one maybe other bloggers can help you out. Recruiting should not be a problem and also depends what kind of nature business but assured there lots of people hunting for jobs. Hope i have been helpfull. Salam dari Malaysia!
