Residency loop-hole when you have kids in school?

We heard through a friend that you can get residency if your children are in school, because the government would rather they stay in school without those 90 day visa runs.

Any idea if this is true? Or any idea where to look for info?

I heard the same thing some weeks ago from some friends of mine. But in their case I understood it was true for the mother. Not sure about the father.
Anybody could help to get this interesting info?

It sounds like this is a mixture of things.
1)  you can get residency (mother, father, siblings) if your child is *born* in Costa Rica - that makes them eligible for citizenship, and therefore you are first-blood to a citizen.
2) family law trumps immigration law, so if you have not yet put in paperwork for residency, but your citizen child can't leave the country for some reason, then you do not have to leave your child behind in order to renew your visa.
