I was in Turkmenistan in 2012. In every field of business from manufacturing to trading, imports and all types of services like hoteling and transport, you can invest. You can join some constructuring firms, mostly Turkish. I am not sure if you can join some government jobs being expat or non national. You can open some shop, small or big. There is shortage of automobiles workshops. Turkmenistan is a fast developing country and there is lot of room for different businesses.
Problem is to get green card for doing business in Turkmenistan.
