My 90 day tourist visa has expired a few days ago. I have applied for permesso. Can i in the mean time travel to other shengen countries?

Without a PdS you cannot travel to other Shengen countries without a visa.

He he .. This is exactly what you were advised to do. It takes time to research existing topics and find what you are looking for.
Anyway, as mentioned above, with an expired visa and no PDS, you are not allowed (legally) to travel outside the country. People may say there is no border control (if you go by road / train), etc, but to reiterate, it is not legal to travel with no PDS and an expired visa.
