As far as I know, you can't do a straight conversion from any GCC licence (as a non national) to a Dubai licence. There are different processes (and you have to check with RTA) which range from a test with or without reduced number of classes; at the end of which, if you are successful, you get a UAE licence.
Straight conversion is usually only possible if you had a UAE licence which you gave up to get a Bahrain licence and it still is within it's validity period.
But in every other GCC country, you can convert your Bahrain licence to that country's.
