It is safe all of the time.
The amount of money youll need is extremely vague and is dependent on you, I dont think anyone can answer that. Life is peaceful at very least, the only active place is where tourists congregate and in summer
Also all of those depends if you will be staying in the capital or not, its more or less the cheapest place for foreigners
