Hello, I am looking for a Notary in Shenzhen, i found government notaries, but
they only serve working expats. I am a tourist on long stay.
I heard Hong Kong has Notaries for visitors, but prefer a Shenzhen office

You do not have a Z-visa. So you are a non-resident. Of course they cannot help you. They expect you to go to your own home government and have them represent you. Notary services are only provided to citizens and non-citizen residents.
