Is that true that Saudi Government is going to charge min SAR 1000 for any kind of traffic rule violation?

Not all penalities will be 1000 or more. Some of the penalties are going to be stricter.
It was on news a couple of days back:

Not waering the seat-belt will stay at 150 SAR. Parking at not-allowed places: 100 SAR.
