Hi,
The kilowatt hour may be more expensive in Cambodia than in Filipin, however you have to be careful of dishonest person who tries to charge you their consumptions.
I lived for 8months at Phnom Penh alone, my house is equipped of one fan, one computer, one rice cooker and one electrical portable stove, one washing machine, one hand iron and I paid only 10 000 riel for a month.
May be you can looking for a flat outside the down town, and try to ask to your cambodian friends to deal the rent for you.
