Is it that employee has to bear cost of 1st flight ticket(with out reimbursement) to Saudi & employer will fund only subsequent flights?

Doc,First company said it will provide Air Ticket, & after visa stamping(on my cost with reimbursement) they said I will be bearing cost of first ticket(with out reimbursement)

Ethically & professionally, all expenses to get you on-board must be on the employer. However, some small companies with meagre financial status do ask the new employees to bear the first air-ticket. Is it the case here?
