as far as I know there are 3 areas that have good software engineering oportunities:
Munich    - but it is EXPENSIVE to live there
Hamburg - google has an office there! they also have an office in Munich (and Berlin, but no     
                  software engineering in Berlin)
Stuttgart/Heilbronn area - many of my class mates from college moved to this area and have jobs   
                                          in computer science/math areas

But you can find software engineering jobs all over germany. The salaries are pretty low compared with the US though.
