Don't actually have a direct answer. If you have medicare there is a clinic and hospital on Guam that accepts medicare

anywhere but Manila, self insurance much cheaper. Example, major operation, private hospital, 5 days, 350,000 Peso, 7000 US. Cheapest insurance 1000 US with 3000 deductable. You would require major operation every 2 years to break even with insurance payments
