Healthcare in malta

I have a question about the healthcare in Malta. Normally as an EU citizen I would have an EHIC card but I haven't been living in my home country for over a year and my EHIC card expired. Apparently you need to apply for the card in the country you live in and since I am living outside the EU I am confused as to what my rights will be when I move to Malta.

Will I need to get private health insurance when I arrive there in order to qualify for a residence card? My husband (non eu citizen) is also moving with me and it seems he gets his healthcare rights through me?

Any advice appreciated.
