Does the BAN lifted in UAE law if the HEPA B case is not transferable?

Some of hep b is not transferable virus,because of the low range of SGPT, and all they have to do is monitor every 3month's. In this case is it possible that the BAN will lifted if there is doctor certificate stamp by the embassy in UAE ?
