Bali Airport Opens for Foreign Tourists October 14th

This is the announcement by the Coordinating Minister for Maritime Affairs and Investment Luhut B Panjaitan.
He added that the countries that were opened were South Korea, China, Japan, Abu Dhabi, Dubai and New Zealand.
Luhut emphasized that international arrivals must meet the provisions and requirements regarding quarantine, testing, and the readiness of the task force.
Not yet clear wich Visa will be allowed, so we are waiting for an official regulation to see the details.

Tomorrow is the day Bali International Airport reopens.
Three days ago they showed on TV that the airport has completed the preparations and an arrive flight simulators have been conducted to the airport in collaboration with the local government of Bali.
A provincial draft guidelines for tourist quarantine management has been published, but all are waiting for for regulations to be issued in connection with the reopening of Bali to international travel from the Ministry of Transportation and the Ministry of Justice and Human Rights.

Thats one of the rule that should be clarify in the official regulation that we are waiting for.

In this article published yesterday by CNN Indonesia there are statements by the Deputy Governor of Bali, in which he confirms that the quarantine will be 5 days and that he "hopes" to be able to overcome the 3 Green Zones program, but be careful because there is no still the official decree.

"The Deputy Governor of Bali, Tjokorda Oka Artha Ardana Sukawati or Cok Ace admitted that tourism is the locomotive of Bali's economy. Therefore, the reopening of tourism in Bali has attracted the attention of many parties, where preparations have been carried out carefully.

He said that 35 quarantine hotels were ready, plus another 55 hotels that had volunteered to welcome the reopening of tourism in Bali. Finally we have the official regulation, basicly the same rules applied to the arrivals in Jakarta plus a reduction of the quarantine from 8 to 5 days, but the lists of the countries authorized to enter and the hotels where to quarantine are still missing.
F. Protocol
1. International travelers with the status of Indonesian Citizens (WNI) from abroad are allowed to enter Indonesia while still following strict health protocols as stipulated by the Government.
2. The prohibition on entering the territory of Indonesia, either directly or in transit in a foreign country, remains in effect for international travelers with the status of Foreign Citizens (WNA) except those who meet the following criteria:
a. Regulation of the Minister of Law and Human Rights Number 34 of 2021 concerning the Granting of Immigration Visas and Stay Permits in the Period of Handling the Spread of Corona Virus Disease 2019 and National Economic Recovery;
b. In accordance with the bilateral Travet Corridor Arrangement (TCA) agreement scheme; and/or
c. Obtain special consideration/permission in writing from the Ministry/Agency.
3. All International Travelers, both Indonesian Citizens (WNI) and Foreign Citizens (WNA) must comply with the following conditions/requirements:
a. Comply with the provisions of the health protocol set by the Government;
b. Show that the card or certificate (physical or digital) has received the full dose of COVID-19 vaccine at least 14 (fourteen) days before departure as a requirement to enter Indonesia with the following conditions:
i. Indonesian citizens are required to show a card or certificate (physical or digital) having received a complete dose of COVID-19 vaccine as a requirement to enter Indonesia, and in the event that Indonesian citizens have not received the vaccine outside of Indonesia the country will be vaccinated at the quarantine place upon arrival in Indonesia after the second RT-PCR examination with a negative result is carried out;
ii. Foreigners are required to show a card or certificate (physical or digital) having received a full dose of COVID-19 vaccine as a requirement to enter Indonesia;
iii. In the event that the foreigner has not received the vaccine abroad, it will be vaccinated at the quarantine place upon arrival in Indonesia after the second RT-PCR examination with a negative result is carried out, with the following conditions:
1) Foreigners aged 12 - 17 years;
2) Holders of diplomatic residence permits and official residence permits; and/or
3) Holders of a limited stay permit card (KITAS) and a permanent residence permit card (KITAP).
iv. Foreigners who are already in Indonesia and will travel, both domestically and internationally, are required to vaccinate through a program or mutual cooperation scheme in accordance with statutory regulations;
v. The obligation to show a COVID-19 vaccination card or certificate (physical or digital) as a requirement to enter Indonesia is excluded for:
1) Foreigners who hold diplomatic visas and service visas related to official/state visits of foreign officials at ministerial level and above and foreigners who enter Indonesia under the Travel Corridor Arrangement scheme, in accordance with the principle of reciprocity while still implementing strict health protocols;
2) Foreigners who have not vaccinated and intend to travel domestically and continue with the aim of taking international flights out of the territory of the Republic of Indonesia, are allowed not to show their COVID-19 vaccination card/certificate as long as they do not leave the airport area during transit waiting for international flights to be followed. , with requirements:
a. has been permitted by the local Port Health Office to carry out domestic trips with the aim of being able to continue their flights out of Indonesia; and
b. shows the schedule of flight tickets outside Indonesia for direct transit from the departure city to the international airport in the territory of the Republic of Indonesia with the final destination to the destination country.
3) International travelers under 18 years of age; and
4) International travellers with special health conditions or comorbid diseases that prevent travelers from receiving vaccines, with the condition that they must attach a doctor's certificate from the Government Hospital of the country of departure stating that the person concerned has not and/or is unable to take the COVID-19 vaccination. .
vi. The card or certificate (physical or digital) has received the full dose of COVID-19 vaccine written in English, in addition to the language of the country of origin.
c. Show a negative result through an RT-PCR test in the country of origin whose samples are taken within a maximum period of 3 x 24 hours before the hour of departure and are attached at the time of the health check or e-HAC International Indonesia;
d. Upon arrival, an RT-PCR retest is carried out for international travelers and is mandatory undergo quarantine for 5 x 24 hours, with the following conditions:
1) For Indonesian citizens, namely Indonesian Migrant Workers (PMI); Student/student; or Government Employees returning from overseas official trips in accordance with the Decree of the Head of the COVID-19 Handling Task Force Number 14 of 2021 concerning Entry Points, Quarantine Places, and RT-PCR Obligations for Indonesian Citizens International Traveling at a cost borne by the government.
2) For Indonesian citizens outside the criteria as referred to in number 1) and for foreigners, including foreign diplomats, outside the heads of foreign representatives and the families of the heads of foreign representatives undergoing quarantine in quarantine accommodation places.
e. Quarantine accommodation as referred to in letter d.2) is obligatory

1) For Indonesian citizens, namely Indonesian Migrant Workers (PMI); Student/student; or Government Employees returning from overseas official trips in accordance with the Decree of the Head of the COVID-19 Handling Task Force Number 14 of 2021 concerning Entry Points, Quarantine Places, and RT-PCR Obligations for Indonesian Citizens International Traveling at a cost borne by the government.

i. For Indonesian citizens and foreigners, a second RT-PCR test is carried out on the 4th day of quarantine;
j. In the event that the RT-PCR retest as referred to in letter i shows a negative result, Indonesian citizens and foreigners are allowed to continue their journey and are advised to self-quarantine for 14 days and apply health protocols;
k. In the event of a positive result as referred to in letter i, treatment will be carried out in a centralized isolation facility for people without symptoms and people with mild symptoms and a referral hospital for people with moderate and severe symptoms, for Indonesian citizens at the expense of the government and for foreigners at costs. entirely borne independently;
l. The examination of the RT-PCR test as referred to in letter i can be requested for a written comparison by filling out the form provided by the Port Health Office (KKP) or the Ministry responsible for the RT-PCR test.

4. Quarantine obligations are only excluded for foreigners holding diplomatic visas and service visas related to official/state visits of foreign officials at ministerial level and above and foreigners who enter Indonesia through the Travel Corridor Arrangement scheme, according to the principle of reciprocity while still implementing strict health protocols.
5. Every international traveler is required to use the PeduliLindung application as a condition for international travel to enter Indonesian territory.
6. Every operator of transportation modes at the entry point for international travel is required to use the PeduliLindung application.
7. Supervision of quarantine health of cargo ships and crews in accordance with more specific and technical arrangements stipulated by the Ministry of Health through monitoring by the Port Health Office of each entry point for international travel.
8. International Travelers with the status of Foreign Citizens (WNA) with the purpose of traveling can enter Indonesian territory with the following conditions/conditions:
a. Through entry points (airports) in Bali and the Riau Islands;

b. In addition to the provisions/requirements to show the card or certificate has received the COVID-19 vaccine and a negative result of the RT-PCR test as referred to in number 3.b. and 3.c., international travellers for tourist travel purposes are required to attach:
i. Short Visit Visa or other entry permits in accordance with applicable laws and regulations;
ii. Proof of ownership of health insurance with a minimum coverage value of USD 100,000 which includes financing for handling COVID-19; and
iii. Proof of booking confirmation and payment (booking) for accommodation from the accommodation provider while staying in Indonesia.
G. Monitoring, Control and Evaluation
1. The Regional COVID-19 Handling Task Force, which is assisted by the public transportation organizing authority, jointly manages the control of people's travel and safe public transportation.
COVID-19 by establishing an Integrated Security Post;
2. The authorities, managers and operators of public transportation assign supervision during the operation of public transportation;
3. Ministries/Agencies, TNI, POLRI and Regional Governments have the right to stop and/or prohibit people's travel on the basis of this Circular which is in harmony and does not conflict with and/or the provisions of laws and regulations;
4. Ministries/Institutions, TNI, POLRI assisted by the Task Force for Handling COVID-19 Airports and Seaports c.q. The Port Health Office (KKP) for International Airports and Seaports carries out routine supervision to ensure compliance with the implementation of health protocols and self-quarantine through telephone facilities, video calls and field checks during the COVID-19 pandemic; and
5. Authorized agencies (Ministries/Agencies, TNI, POLRI, and Local Governments) carry out disciplining of COVID-19 health protocols and law enforcement in accordance with the provisions of applicable laws and regulations.
H. Closing
This Circular Letter is effective from October 14, 2021 until
a later specified time.

Hello Fred, I just came into Bali today but from USA to Jakarta and did my quarantine first in JKT.

It is obvious that the quarantine time is not in favor to attract tourists. If someone has planned 10 -15 max holidays is not willing to spend 5 days quarantine.
It would be very simple to check if people are vaccinated, do the test upon arrival , if negative can go and within three days another check at the place were they stay. Or any other similar solution in order to attract tourists.
I hope that they will think and consider the long quarantine time before is too late .

The government has a very difficult job they can't win because someone will tell them how rubbish they are regardless of what they do.

Kill regulations - If infections and deaths rise, it's the government's fault.
Keep regulations - Business is bad because of the government.

Frankly, I believe Minister Luhut and all concerned are doing a great job.
Those who think otherwise don't have to do it, so they have the luxury of moaning without consequence.

For potential tourists who fancy a trip to Bali, forget Bali's airport for a while as there are no international flights at the moment.
I gather you can enter via Jakarta or wherever, do your quarantine there, then fly down to Bali.
Airlines might well start flights to Bali soon, but not just yet.

If you saw the thread title and tried to book a flight based on that, you won't find any for this week. I gather Quantas is taking bookings for end Q1 or start Q2 next year, but that might well change.

The best way is to watch for airlines who are actually selling flights. I have heard of some talking about November but I have yet to actually see any bookable flights. There might well be some, so contact airlines or hunt around their sites.

Of course there are not international flight to Bali right now, and Im not sure there will be many of them in the future, but the international airport of Denpasar is open and if and when there will be some flight coming it will be very important to know the rules.

Exactly, not flights but open,, and as I said I dont think there will be more in the next future, but this my personal opinion, I will be glad if Im wrong, it wil be a first step for Bali to reutirn to the normality and in this case of course it will important to know the rules.

It is obvious as I mentioned on my  previous comment. Who is going to spend 5 days quarantine and as I see in an expensive hotel?
I am flying from the Netherlands I have my certificate and in addition they need a PCR test 72 hours prior my arrival, then a new PCR test when I arrive, then quarantine , then a new test.
It is too much especially when someone want to come for holidays (10-15 days max).

There's no good way out of this so the least worse will have to do.

To be able to enter Indonesia, foreign tourists can only go through the Riau Islands and Bali in accordance with the international flight entrances opened by the government.

"The only entrances allowed for foreign tourists are Riau Islands and Bali," said Arya Pradhana Anggakara, Head of Public Relations and General Affairs of the Directorate General of Immigration at the Ministry of Law and Human Rights.

The Ministry of Law and Human Rights (Kemenkumham) has issued the latest Ministerial Decree (Kepmen) Number M.HH-03.GR.01.05/2021 on Wednesday (13/10/2021).

The new Decree contains the Types of Activities for Foreigners in the Context of Granting Visas During Handling the 2019 Corona Virus Spread and National Economic Recovery.

In the regulation, the Minister of Law and Human Rights Yasonna Laoly stipulates that for tourism activities the type of activity is a visit visa with a visa index of B211A.
We are still waiting for the official regulation of the ministry of transport without which the airlines cannot schedule flights.

The (hopefully) definitive version of the SE 85/2021 law was released by the Ministry of Transport, which had been withdrawn to make changes.
Key points
The entry point for international passenger travel can only be done through Soekarno Hatta Airport, Tangerang, Sam Ratulangi Airport, Manado, I Gusti Ngurah Airport Rai, Bali, Hang Nadim Airport, Batam and Raja Airport Haji Fisabilillah, Cape Pinang
1) Soekarno Hatta Airport, Tangerang and Sam Airport Ratulangi, Manado becomes only the entrance (entry point) of international passenger travel for Indonesians and Indonesians with destinations other than tourism;
2) I Gusti Ngurah Rai Airport, Bali, Hang Nadim Airport, Batam, and Raja Haji Fisabilillah Airport, Tanjung Pinang is only the entry point of international passenger travel for WNA for tourism purposes, with the following terms / conditions:
a) WNA must show COVID19 card or vaccination certificate (physical or digital) and negative result of the rt-PCR test referred to in letter a number 3) point b) and point c), and must attach:
(1) Short visit visa or other entry permits in accordance with applicable legal regulations;
(2) Proof of ownership of health insurance with a minimum coverage of USD 100,000 to cover the financing of the management of COVID-19; And
(3) Proof of booking confirmation and payment (reservation) of the hotelier's accommodation during the stay in Indonesia.
b) Travelers using a direct flight from the foreigner's country of origin;
c) The number of international flights through I Gusti Ngurah Rai Airport, Bali is limited to 1 (one) flight every 2 (two) hours and can be operated for scheduled foreign trade of cargo and commercial air transport is not planned abroad;
d) International flights through Hang Nadim Airport, Batam can only be flown for scheduled commercial air transport abroad
e) International flights through Fisabilillah, Tanjung Pinang Raja Haji Airport can only be operated for overseas non-scheduled commercial air transport.
There are no scheduled flights to Bali yet, it is advisable to inquire with the airlines before applying for a visa.
Personally I don't think airlines find enough tourists willing to quarantine 5 days out of 10/15 vacation to allow them to fly profitably, maybe some charter flights, but I'd be happy to be proven wrong.
