This is an occupational permit ( a combination of work and residence permits) you are referring to.

One major difference between the two permits ( Work permit delivered by the Ministry of labour and occupation permit (delivered by the EDB) :

(a)  Work Permit: applicant cannot be in Mauritius on application & processing . Application is done by the prospective employer
(b)  Occupation Permit : applicant should necessarily be in Mauritius

Work Permit can be applied to various posts and industries - for almost every case not fitting the Occupation Permit conditions.
