Unfortunately due to various physical problems I have to use a 4 wheeled walker complete with a seat plus hand brakes and provision to carry groceries, are there stores in Phnom Penh that sell disability equipment.

Yes, several pharmacies sell equipment like this.
Best pharmacy in general is Pharmacy de la Gare, you can Google their email address.

Thanks joe, it will save me the hassle and cost of transporting my walker by air from Australia, luckily I have limited movement to walk a short distance, still hoping to be back in my second home by Xmas 2021, Ah Kun.
