Visa and NOC

Last week my friend who lives in Oman contacted the visa office and ask them when they will issue new visa. They told him it's still suspended and they have no idea when they will resume. He ask about NOC as well. The visa office said in the ministry of manpower the NOC is no longer required. But in the visa office they didn't updated their system yet. It means that we cannot get new visa with the new employer without having an NOC. Everyone gets confused about it. In news they said starting January 2021 it's no longer needed. Then why they still ask for it.  I worked as a healthcare worker for Oman for 3 yrs and now I got a new employer, so i left Oman and went back to my home country. He asked me about the NOC so I contacted my previous employer. HR said they cannot give me NOC due to company policy. So i told my new employer about it. He said he will try to get me visa without. Should I wait for him to get me visa which is I think will be impossible if the visa office said they need NOC or should i go back to my previous employer?
