I think it is very complicated with licenses etc. You might want to rent space from an existing centre or use rooms at CSA. But with Covid, most lessons are online now, so you could create an online school. I am sure it would be easier. My experience with languages centres is that many want to squeeze in as many students as possible, and pay teachers as little as possible. It's not a sustainable model. Offering very small or private classes and turning out students who then can actually speak the new language is the best ad. Let me know if you are successful and I'll work for you.
