I was playing the mr. detective and figured out that my landlord used the two empty units to quarantine people. New tenants and food was left at the door daily so I began to count the number of days and sure enough they left at the end of the quarantine cycle. Should I be concern?

Since it does not appear to affect you directly, and you have no contact with the people, I suggest you mind your own business. It is not a good idea to get on the wrong side of your landlord, unless you were planning to leave anyway.
