Good morning all.
I am currently 9 months delay on salaries, I do appreciate the current world situations, however the company I am employed by seem to be making zero efforts to bring this situation up to date.
This is the same situation for all employed by this company.How and where do I start a process to recover my dues?

Go to the labor office, they will help you and immediately do the action.

You must file a complain against them in Labor office.

Hello
Following steps would give you a proper solution
1- file a case in nearest labor office
2- try to find another job
3- you can immediately transfer your sponsorship to the new employer (by law) no need for the current employer to accept.
Then continue working during the case which could make some time
