I am confused, on the 31st. August the Cambodian government are withdrawing $1,2 and$5 usd notes, if I offer usd for payment will it be accepted by I.e tuk tuk driver, will the money exchange shops exchange my usd for reil. Will they do it, I send money in usd to a young girl to pay for her university course in Phnom Penh, will the hotels accept my MasterCard etc,etc,can someone please explain the situation, to all who read and answer my question thank you.

You have confused two things, the government and the central bank.
The central bank will not accept small US currency from other banks and microfinance.
Reason is that there is no demand for such small currency so they would only enlarge their stock.
You can still use the small notes as before, nothing has changed.
