Dog bites - liability? Rules? The hotel's night watchdog bit me

... this mormning.

- Why is a night guard dog running lose in the morning?

Do cities have 'Animal Control" departments?
I messaged the owner of the hotel. No reply.

The hotel shouldn't let a dangerous dog hurt hotel guests. I mean, there is a restaurant 350 yards away which does sell dog mean.

With countless  f r i e n d l y  dogs around, who needs to put up with a g g r e s s i v e  dogs?!?

What would haopen, if ii fought back and injured or killed the dog?

Doesn't sound right that guests should be at risk, hope it isn't serious.
As for rules it seems that whatever rules there are, if any, all favour the locals whatever the circumstances so I wish you luck with any complaint but am not optimistic about you being successful. Best get some antiseptic on it too.
