Most European countries, Brazil and the USA have diplomatic representation in Cape Verde. A few African and Asian countries as well. But even so, most foreigners have absolutely no need to visit their local embassy. It's not like Cape Verde is an unstable or dangerous country.

Furthermore, all the embassies and consular offices are in the capital, Praia, which is located on the island of Santiago while 90% of foreigners stay to the islands of Sal and Boa Vista, so going to the embassy would involve an expensive inter-island trip.

Finally, the UK has no diplomatic representation in Cape Verde even though the majority of tourists coming to CV are from the UK. The nearest UK diplomatic mission is in Dakar, Senegal. Yet, I've never heard any Brit complain about it.

My opinion based on personal observation and following the local news is that diplomatic representation in Cape Verde is not at all essential for short-term visitors, but it is helpful for expats who may need consular services like renewing a passport. On the other hand, it is certainly essential for Cape Verde's government as one would expect.
