No, there is not online application to renew cédula or passport aboard, you must go to your closer Dominican consulate to do the process, if there is not a lot Dominicans in your area maybe they will fordware your documents to Spain and you will have to wait longer time to receive it, so if you planning to use it do it in time.
Passport can be apply to online but the service is only avilable in Dominican Republic.
