1, In most sectors, it's open to foreign investment in China.
2, China and relevant local authorities do encourage investment from foreigners. （there are tax policies）
3, to find the promising sectors to invest, I suggest you should do an investigation before go ahead.
4, for the laws and formalities, you'd better go to a lawyer to have a face-to-face consulting. For the tax, you should go to an accredited accountant firm.
5, the budget will depend on your financial capacity and what would you invest.
