Filipina and Saudi Marriage

My partner and I are planning to get married. We both live in Saudi Arabia.
I am working here and He currently is finishing his studies. He is 25.

Is there a possibility for us to get the approval of the government if he is still 25 and a student?

Is there a marriage advisor we can talk to regarding this matter.
