I have an urgent question, is it possible to visit DUBAI without VISA for IQAMA holder, my mother has moroccan passport and iqama as housework, can she go to Dubai without visa?

No. She needs a visa in advance. UAE stopped visa on arrival for all GCC residents some years back - everyone has to apply for a visa. Only on arrival is now for eligible passports e.g. UK, US etc.
And secondly, as a housemaid, she won't be allowed to enter EVEN with a visa until or unless her sponsor is with her.
