Immigration: Resident Visa?

I downloaded the visa application (the hyperlink is in the text at the bottom), but I discovered that this application is for a non-residency visa. By signing it, you promise not to pursue residency while in Paraguay.
I searched the website and didn't see any form to use to obtain a residency visa. Please help.
Okay, since no one has answered my post, let me tell you what someone told me... The clause on the visa form which prohibits the applicant from applying for residency is apparently something new. I was advised to just sign it (thereby agreeing NOT to apply for residency) and then apply for residency anyhow.
I'm uneasy about doing this because I don't want anything to go wrong with my residency application. I'd appreciate your thoughts about this. I'm waiting for some input before submitting my application.

hello 9th wave,
my husband was in same situation when applying for tourist visa in london. he put the question directly to the consulate staff and they advised that this was the correct form and procedure. he obtained permanent residency via this route so there were no problems.
like a lot of things, sometimes you just have to go with the way things are done, even if it isn't all perfect.

I'm just nervous about signing a promise that says I won't apply for residency, when I know that's my plan. I don't want to be disqualified because I broke my word.
If there something sure to be said about Paraguay, its that a lot of stuff is said, though its always done in another way. Our very own Presi is again proving that at this very moment.
If ignatia said that's the way they got in, then I would expect that's how everybody else gets in too.

Just so you know, the form I'm talking about is the initial visa application form you use just to get into the country.
Alice has been recommended on this forum several times. She must be good, but I suspect, pricey. Care to give a ballpark figure?
It would seem to me that if I needed help with paperwork, I could hire anyone to help walk me through the process, probably for a lot cheaper.

BTW, I got my initial visa by downloading the application form from the Los Angeles Paraguayan consulate, and mailing it to the consulate by FedEx. They got it back to me in two days.
