Whether an expat need NOC from previous employer in case of change of employer trying to get work permit.

I don't know, but what I do know is that the work permit will be linked to your job and can't be transferred.
Leave the job and you have to begin the whole application process again for an other job. Leaving a job should cancel your work permit, potentially leaving you in a position where you are not legally in Kenya, so be careful.
I believe a NOC is a requirement only when you depart from Nepal. Kenyan immigration officials will not ask you for a No Objection Certificate. However, you may be required to produce a Certificate of Good Conduct from your local authorities.
