Does it say you have to buy lunch/dinner....NO. It says to cover costs, which would be things like entry fees.

There goes a win-win situation. They get free practice with their English or whatever, the tourist gets a free guide.
On the face of it, it looks pretty good ... and I would buy my guide's lunch. Seems like a minor loss considering I was saving on paying a guide.

Yeah you are right, but l have prenty of time over there, As suggest there's only day trip on city tour, l need someone accompany with us to outskirt of Hcmc as well. Do you have any suggestions??

I have sincere thoughts/suggestions, not meaning to be argumentative.

For what you want, I would expect to pay money.

I would not expect that there are strangers wanting to take me on extended tours of the greater outskirts of Ho Chi Minh City for free, aside from what the students are already offering.

Also, I would expect that if I use a tour guide for over 4 hours, I would definitely pay for their meal.

I would use the meal time as an opportunity for them to introduce me to a special local cuisine.

Also, knowing that the student must pay for gasoline and service their own motorbike to get to and from our appointment, I would feel some sort of tip to be my minimum ethical obligation.

For sightseeing outside of the city, you'll need to hire a tour guide or someone with a car who does double duty of tour guide/driver.  The expenses (gas, toll, maintenance, insurance, and meals) are too high and the hours are too long, no one in the right mind would volunteer his time, his car, and his own hard earned money  to a lost cause.
