Welcome to this forum Shiva, not trying to yank your chain but as a civil engineer I would think a person with your credentials would have the nous to simply google the answers, brain surgeon no different. Read and then read more, plenty of info for Indians looking for work within this forum.

As long as you will be hired by a company here in the Philippines they will get you a working visa and work permit.
