Greetings Colonel,

I have visited Cartagena and many other cities in Colombia and I can tell you in most cases like anything the answer is it depends.  There is a fantastic website I will introduce you to called numbeo.com and they have costs of living prices and comparisons. I'm sure they have info on Cartagena. Have you ever lived overseas? Whereabouts ? I think in many places in Colombia people can live comfortably on $1,500 per month and Colombia is a great place!

And even quite a bit less if you can live without a car.....and you dont have to live in an overpriced gringo popular barrio........sure you can......You can live most anywhere in Colombia comfortably on $1500 as a single person, if youre not tossin it into the wind.........and if you dont run up hi dij bar tabs every nite........
