Also I was told you have to have a work permit to open a bank account, and I am baffled a bit since I plan on getting a spouse visa an cannot imagine spouses not being permitted to open a bank account..

As far as I am aware, you should be able to open a bank account with your spouse visa.
Perhaps as it is a new visa type the banks are not up on it as yet.
