You don't need to own to get the residence permit. But then you need to rent, and make sure that the landlord is available to visit a notary.

Hi I'm intrested in this to please I am from england got a contract pay monthly on a house I'm buying here and would like to know what I need to get residents permit.I've heard you need so much in bank etc I will be funding myself from a business I run in England any help much appreciated

It varies from one area to another but generally you need your passport, EHIC card and around 5_ to six hundred levs in the bank. A translator to assist you and plenty of patience.
Things may change after Brexit .

You don't have to buy anything, in order to apply for a residency. Of course you will need a solid reason and besides there are different types of residence permit, but generally EU citizens do not need it for a period shorter than 6 months.
