You need to go to the VFS Tahseel website for your home country or an agent, provide them with all the necessary documents and they will submit.  It is a straight forward process.

I actually contacted an agent, but he told now all sites are being closed.

Depends on your country.   Some consulates e.g. the Bahrain one is open.   Wait till after Eid then.

I already told you.  After Eid - 11th August week in Saudi is holidays.  So week of 18th August onwards.
