If a European married in the Philippines and trough circumstances would consider an annulment, would the filipina be entitled to claims on his assets/monies outside of the Philippines?

Are you talking about annulment as defined by law, in that no marriage took place, or in the incorrect philippines sense which in the rest of the world is correctly called divorce ?
If we know then hopefully you will get some useful advice
I ask as you say ‘if one got married in the Philippines.' In that case you would need a divorce to dissolve it, as an annulment would not apply.
