I have a visa exemption.

I vote for Timo of VPbank.
No monthly bank fee, almost no withdrawal fee and bank transfer to another bank system is also free with some bank.
But I've just used them locally.
I'm a local, but I've heard many expats voted for Timo as well.

Im with techom bank using a VEC. They made it easy to have the card delivered to a store for pick up as I have no fixed address.
