Hi,
Tanzania is infact as costly as London for daily expenses for expats.
Though there are a few town where retirees can live e.g., Zanzibar stone town or nearby area. Zanzibar is mostly a safe place to live in. The other is Tanga which is a coastal town is in the northwest of Tanzania. But, u need to get a clear picture of the immigration laws before u take any such decision from your respective embassies.

The best Town to retire in Tanzania is Morogoro.

It's a hilly area, mild temperatures, nice vegetation, lots of fresh food produce, cheap food, low crime rate,.... Easily accessible by good Roads and Railway,.... Here you can operate small business like Horticulture, small to large farm Agriculture in:  Almonds, Avocado, Cinnamon, Cloves, Coffee, Ginger, Bananas growing and many others plants....
Here it's easy to do Fish ponds business, animal husbandry, etc.
Land is available and at good price.
Water is not a problem.
