Did you come on a working/employment entry visa? if so it could mean your company is yet processing your iqama, some get delayed due to when your company applied for it, or if your company has any on going case with the government.
Yet still, if you did like to leave, do check which visa you entered the kingdom with. mostly they give 90 days to get an iqama. So if you are not more than that, you could easily pack your stuff and leave. But if you have overstayed then, this unfolds a different dimension and procedures.
