The cheapest place in any city or town is a place a foreigner that does not speak Vietnamese won't live. Seriously, you won't live where it's cheapest. Many Vietnamese won't live where it's cheapest. Best to start by suggesting a budget, what are your goals for living in VIetnam are, where will you work (you want to live close to where you work), etc. Only then can you receive any sort of reasonable advice.
I do hope this thread comes out better than "what laws should I obey?"
