How to open a company in Ukraine ?

No doubt there is someone who knows how to open a company in Ukraine;)
Foreigners can open companies in Ukraine, even being outside of Ukraine and never coming to the country.
Why do you think you need a company? Maybe you can solve your matter with a cheaper and easier solution.
However, I guess you are asking this question because you heard that it is a way of getting Ukrainian residence, which is correct.

If you need a company just to be able to work officially in Ukraine, then it would be cheaper for you to get registered as a private entrepreneur. But this option does not allow you to get residence though.
Having a company gives you an extra benefit - 3 year residence permit.

Sorry I do not get your point. At first message you said "it is wrong", in the last message you advise to get registered as PE.
In fact there is no a better option between those two. You need to decide based on your purpose and business.
If to speak about getting Ukrainian residence, registration of a PE does not help for sure.

here is only one way to avoid paying taxes every 15 days as the law requires.
we do not look at are area of ​​activity or in what we are going to invest.

Well, I practice law in Ukraine since 2006 and I never heard about the only way to avoid paying taxes:) And actually I know no law in Ukraine requiring paying taxes every 15 days.
Can you share your knowledge on these 2 matters with us?

I'm not talking about paying taxes every 15 days but the salary of the director.

Having been a lawyer specializing in corporate law and taxation and another specialization in real estate law this helps enormously.

I had to give it a try. There could be no other chance to find such legal know-hows that no one else knows in Ukraine;)

I've been a bit confused about what is available regarding permanent residency via investment. In some sources I've read, one can start a corporation and obtain a work permit for a year and then apply for permanent residency and get it within that year. I've also read that the same method is only for a 3-year visa. Have the rules changed (and if they have, is that still a way to get permanent residency) or am I misunderstanding?

Ellestria, answering your questions:
1) Residence via investment is permanent residence. First you set up a company in Ukraine, put at least EUR 100 k in this company and based on this gets your permanent residence. The company in its turn can use this money for buyer real estate for you, for example. The whole process takes around a year and there are quotas determined by the Government for every year per region in Ukraine. E.g. if there are only 30 quotas for Kyiv city in 2019 and by the time you get your immigration permit all of them are taken by other expat fellows, then you will have to wait for the next year. So what you heard about this looks like correct information.
2) the 3-year variant is not via investment. It is temporary residence granted for up to 3 years (it is renewable ever 3 years) when you set up a company and becomes its director.

There is no some secret or smart way of getting permanent residence in Ukraine. There is simply a definite list of candidates established by law who are eligible for permanent residence:
- artists and scientists whose immigration is in Ukrainian interests;
- highly qualified specialist and workers who Ukraine critically experiences shortage of;
- persons whose immigration is in Ukrainian interests;
- foreign Ukrainians, a spouse of foreign Ukrainian, their children in case of their joint entrance and staying on the territory of Ukraine;
- persons who has a right to obtain Ukrainian citizenship by the territorial origin principle;
- persons who have been previously Ukrainian citizens;
- those who had permanently lived on the territory of Ukraine before dissolution of their Ukrainian citizenship yet kept living on the Ukrainian territory;
- persons who have been continuously living on the territory of Ukraine during 3 years after receiving the status of a human trafficking victim;
- persons who served in the Ukrainian army over 3 years;
- those who invested in Ukrainian economy over EUR 100 000;
- native siblings, grandparents, grandchildren of Ukrainian citizens;
- parents, spouse and minor children of the immigrant;
- spouse of a Ukrainian citizen married over 2 years;
- children and parents of Ukrainian citizens;
- foster parents or custodians of Ukrainian citizens;
- persons who are fostered or under the custody of Ukrainian citizens.
